HALF PAY LEAVE- COMMUTED LEAVE

AP LEAVE RULES 1933 - RULE 15(B) --COMMUTED LEAVE || COMMUTATION OF HALF PAY LEAVE || HALF PAY LEAVE COMMUTATION
Rule: 15(b): COMMUTED LEAVE FOR GOVT SERVANT IN SUPERIOR SERVICE
Commuted leave not exceeding half the amount of half pay leave due may be granted on medical certificate (*) to a permanent Government servant in superior Grade subject to the following conditions:
(i) Commuted Leave during the entire service shall be limited to a maximum of two hundred and forty days;
(ii) When commuted leave is granted, twice the amount of such leave shall be debited against the half-pay leave due:
(iii) The total duration of earned and commuted leave taken in conjunction shall not exceed one hundred and eighty days;
Provided that no commuted leave may be granted under this rule unless the authority competent to sanction leave has reasons to believe that the government servant will return to duty on its expiry.
NOTE: When commuted leave is granted to a Government servant under this rule and when the Government servant intends to retire or resign subsequently, the commuted leave should be converted to half-pay leave and the difference between the leave salary in respect of commuted leave and half-pay leave should be recovered from him. An undertaking to this effect should, therefore be taken from the Government servant whenever commuted leave is sanctioned to him. In all cases of resignation and voluntary retirement refund of excess leave-salary should be enforced, while in cases where he is compulsorily retired by reasons of ill-health incapacitating him for further service “or in public interest” or “when he dies before resuming his duty”; no refund should be enforced.
LIBERALISATION OF COMMUTED LEAVE: In G.O.Ms.No.186 Fin, dt 23.7.75, Government Ordered liberalization of Commuted leave as follows w.e.f. 1.6.75
*The Limit of 180 days of commuted leave, during the entire service, according to the existing rules, shall be raised to 240 days. The other terms and conditions for the grand of this leave shall remain in force as at present*.
Simplifications of leave rules issued vide G.O.Ms.No.384, dt.5-11-77 ordered that the condition regarding the limit of 180 days at a time on availment of commuted leave in conjuction with earned leave shall be removed

Rule 18(B):COMMUTED LEAVE FOR GOVT SERVANT IN LAST GRADE ERVICE

Commuted leave not exceeding half the amount of Half Pay leave due may be granted on medical certificate to a permanent Government servant in last grade service subject to the following conditions:
(i) Commuted leave during the entire service shall be limited to a maximum of two hundred and forty days;
(ii) When commuted leave is granted, twice the amount of such leave shall be debited against the half pay leave due;
(iii) The total duration of earned leave and commuted leave taken in conjuction shall not exceed one hundred eighty days
Provided that no commuted leave may be granted under this rule unless the authority competent to sanction leave has reasons to believe that the government servant will return to duty on its expiry.
NOTE: When commuted leave is granted to a Government servant under this rule and when the Government servant intends to retire or resign subsequently the commuted leave should be converted to half-pay leave and the difference between the leave-salary in respect of commuted leave and half-pay leave should be recovered from him. HALF PAY LEAVE COMMUTATION-TELUGU
అర్ధజీతపు సెలవు కమ్యు టేషన్ ( APLR 15(B) and 18(B) ):
  • అర్హత గల అర్ధజీతపు సెలవులో సగానికి మించకుండా వైద్య దృవపత్రం ఆధారంగా మాత్రమే కమ్యుటెడ్ సెలవు మంజూరు చేయబడుతుంది.
  • సర్వీసు మొత్తం పై 240 రోజులు వరకు మాత్రమే కమ్యుటెడ్ సెలవు అనుమతించబడుతుంది. (AP LEAVE RULE 15B)
  • ఈ సెలవు వినియోగించుకున్నచో, సెలవు కాలానికి రెట్టింపు నిల్వ ఉన్న అర్ధజీతపు సెలవులను, ఖాతా నుండి తగ్గించి పూర్తి జీతం చెల్లించబడును. (ఉదా: 5 రోజులు సెలవులను కమ్యుట్ చేసినచో 10 రోజుల అర్ధజీతపు సెలవులను , సెలవు ఖాతానుండి తగ్గించి పూర్తి జీతం చెల్లిస్తారు)
  • అర్ధజీతపు సెలవు నిల్వలో లేని వారికి ఈ కమ్యుటేషన్ సెలవు సౌకర్యం వర్తించదు.
  • ఈ సౌకర్యం స్థానిక సంస్థలు, ఎయిడేడ్ వారికి కుడా వర్తింపచేయబడినది.
  • వైద్య ధ్రువ పత్రాలు ఫారం A & B సమర్పించాలి.
  • కమ్యుటెడ్ సెలవును ఇతర సెలవులతో కలిపి ఒకేసారి 180 రోజులవరకు వాడుకోవచ్చు.
